  1. For those who don’t know, an inmate at the county jail—an individual who threatened violence earlier in the day of June 25 at Guthrie Robert Packer Hospital—was going through the scanner at the facility and an “anomaly” was found in his stomach.

The individual, 30-year-old Ryan Kithcart, was then transported to Guthrie Robert Packer Hospital, Towanda Campus, where he received treatment.

However, apparently Kithcart did not warrant either a corrections officer or police escort to the hospital—which, I assume, is the opposite of standard operating procedure for inmates.

Kithcart, having no one to keep him heck, walked out of the hospital a few hours later and disappeared.

Oh, but the story gets better.

The lack of communication in this matter caused an even bigger embarrassment for Bradford County officials.

At first, you just had a completely unacceptable situation at the jail—which was compounded by the fact that for three days, Kithcart was on the loose and no one from the public was informed of his escape.

The informing of the public came, as I said, three days after the fact and in the form of an email from the Bradford County District Attorney’s office that was sent at—wait for it— 3:49 p.m. on Friday, June 28.

Yes, the county district attorney’s office basically performed a “Friday night garbage dump” of what was an important event.

The timing of the release meant that two major newspapers in the area failed to have the story appear in their Saturday editions so the public could be on the lookout.

The only news outlets that published the fact that Bradford County decided to allow one of its jail inmates to go for a walkabout were regional television news stations and the Rocket-Courier.

Granted, Kithcart was back in police custody a couple of hours after the press release went out, but the damage had already been done.

First off, whoever at the county jail signed off on his trip to the hospital without an escort should be fired.

There’s no excuse for why this situation occurred. Whoever allowed this to happen put the public’s safety at risk and should be terminated from whatever position they hold at the county jail.

And if someone has a question in my use of the phrase “public’s safety at risk,” then I turn to the words that Bradford County District Attorney Richard Wilson used in his press release about Kithcart’s escape—“Please do not make contact with this individual (referring to Kithcart) because he may be a danger to himself or others.”

Second, the Bradford County District Attorney’s office needs to be a little quicker in informing the public of a potentially dangerous situation.

While it is great that the office is investigating this current situation, the fact that they waited THREE WHOLE DAYS to inform the public that the inmate was on the loose is unacceptable and dangerous.

The public should have been informed immediately of Kithcart’s escape—not three days later.

The fact that this didn’t happen is just another shameful moment in this entire episode.

Bradford County needs to undertake a serious debrief on this situation. Mistakes need to be addressed and, jobs to be on the chopping block. Sorry this was so long, but you tell me you can't get into the newspaper articles. I thought this was just weird.
