When I started teaching in the 70s, students in elementary school were grouped by ability so you got the high class or the low class. Then they had the brilliant idea to mix them up hoping the high level students would encourage the low level ones to work harder. It only brought the high students down and you had no time to provide enrichment materials for them. Then, they decided to add special needs students in the classroom usually with an aide. This only added confusion and since the classroom teacher wasn't trained to deal with students with special needs, it became a circus and was a challenge to reach the end of the day. "They", of course, were the people who were not in the classroom every day and had never dealt with these situations.
