Use of the discipline book sounds like the same reasoning Hitler's followers used to justify being cruel and abusive. Start with people who enjoy violence toward people and give them a good reason through the written word or being ordered to and they go with it. Discipline takes common sense and must be adapted individually. As a teacher for 35 years, I found that each student responded to a different type of correction.
